Constitution
1.
GENERAL OVERVIEW
1.1. ‘Sarasavi
Mithuro’ of Bomiriya Central College (the “Society”) may in its discretion
award scholarship grants via a scholarship programme titled ‘Sarasavi Athwela’ (‘the
Programme’), which shall be used only for educational purposes.
1.2. The Programme
is based on three pillars, namely:
(a) Financial
support
(b) Educational
support
(c) Counselling
1.3. The Programme
is administrated under the Scholarship Committee (the “Committee”) of the
Society.
1.4. There
are two types of scholarships which may be granted under the Programme, namely:
(a) Merit
scholarship;
(b) Academic
scholarship.
1.5. Core
objective of this programme is to facilitate
the college to generate the highest number of University students from Sri Jayewardenepura
Educational zone
2. MISSION
The core missions of the Programme are as follows:
2.1.
To
provide economic relief for the needy students who have been affected
by poverty, but have demonstrated satisfactory academic performance and commitment.
2.2.
To
facilitate the college to generate the highest number of students to be
eligible to enter University education from Sri Jayewardenepura Educational
zone.
3.
SCHOLARSHIP SELECTION PROCESS
3.1.
Criteria for Selection
Merit scholarships
Merit
scholarships shall be granted to the students who have passed GEC Ordinary Level
examination (O/L) with outstanding results and choose to pursue their GEC Advance
Level (A/L) studies in the College and has potential to study in a University. The
minimum level of results required for the eligibility will be decided by the
Committee from, time to time.
The
Committee may select eligible students with due consideration to the below
detailed selection criteria for the Academic
scholarships, where appropriate.
Academic scholarships
The Academic scholarships
shall be granted to the students who have passed GEC Ordinary Level examination
(O/L) and have potential to study in a University. The appropriate selection criteria
may include, but need not be limited to: prior academic performance (i.e. O/L results
and A/L term test results); financial need; character and motivation,
also the conclusions that the Selection Panel (the “Panel”) might draw
from an interview to assess the student’s suitability which includes (but is not
limited to) the student’s future plans/commitment to study in a University.
3.2.
Selection process
3.2.1. All
scholarship applicants shall submit an application (Form A) to the Panel and
the Panel will review all the applications and may call short listed scholarship
applicants for a face to face interview.
3.2.2. The
Panel will provide their recommendation to the Committee on the suitable
scholarship receipts upon conclusion of their assessment, for the Committee’s approval.
3.3.
Selection Panel
The Selection Panel shall
comprise four (4) members including the Chairman, Chairman of the Panel and the
other members shall be appointed by the Principal.
3.4. Initial
Scholarship Period and extension
Merit scholarship
Initially
the Scholarship will be granted for a one (1) year period and may be extended
further one (1) year in due consideration of the student’s academic
performance. However if a student(s) is identified as affected by poverty, the
Committee may extend the scholarship as an Academic scholarship for further years beyond the two (2) year
period in due consideration of the student’s academic performance and other
pertinent criterion, until the student completes his A/L studies.
Academic scholarship
Initially
the Scholarship will be granted for a one (1) year period and may extend
further years in due consideration of the student’s academic performance and
other pertinent criterion, until the student completes his A/L studies.
3.5.
Granting
time and Invitation
Application
will be called following the issuance of O/L results and following first term
test in each year for Merit and Academic
scholarships, respectively. The Scholarships also will be awarded as
earliest following the first term test (i.e. September), in each year.
Invitation
to submit application will be published in the school notice board.
3.6.
Notification
of Scholarship Recipients
The Scholarship
recipients shall be notified after the Committee
has given their approval.
4. SCHOLARSHIP
COMMITTEE
The Committee shall comprise following positions and
office bearers. The respective appointments for the positions shall be made during
the Annual General Meeting of the Society for a two (2) year period; however
until the appointment of new office bearers following expiration of the terms
of the precedent office bearers, the existing committee shall manage the Programme.

Trustees (One member from each A/L batch)
5. SIZE
AND NUMBER OF GRANTS
5.1. Grant
and Number of Scholarships shall as per the Schedule 1.
5.2. The
Committee may at their sole discretion amend the Schedule 1 over time depending
upon the size of the Programme’s endowment. The Committee may at any time
decide not to award any scholarships of its sole discretion.
6. SUPERVISION
OVER GRANTS
6.1.
The
Committee shall require each scholarship recipient to complete Teacher’s feedback
form (Form D) and to provide the same to the Committee together with the completed
assignment schedules (Form C), in timely manner.
6.2.
Scholarship
recipients shall also provide the Committee, copies of relevant page(s) of the ‘report
card’ which indicates marks and other related information following each
term/year-end exams.
6.3.
If
a scholarship recipient is able to demonstrate their commitment to study to the
extreme satisfactory level of the Committee; the Committee may release such
scholarship recipient from the requirement to provide above described Form C
and Form D for a prescribed period.
6.4.
All
above forms and documents shall provide to the appointed Supervisor.
7. CORRECTIVE
PROCEDURE
Scholarship recipient shall refer
(by the Supervisor) to the corrective procedure, if they failed to meet the
following performance requirements.

Achieve
100% for all the assignments listed in Form C and/or get teacher’s signature for
Form D due to the reason attributable to the scholarship recipients, at the expiry of one (1) month grace
period following the specified period.
·
Performance
shall not drop (i.e. main subject's marks) by -10%.
Stages
of the Corrective procedure;
Step 1 – Directs to the class
teacher to get the teacher’s advice and guidance on corrective measures
required.
Step 2 – If the Scholarship
recipient doesn’t duly complete any of the above corrective measures to the
satisfaction of the Supervisor, Scholarship recipient will be directed to the
head of the respective Advance Level (A/L) section for further advice and
guidance.
Step 3 – If the Scholarship
recipient doesn’t duly complete any of above corrective measures to the
satisfaction of the Supervisor, Scholarship recipient will be directed to the
Principal for further advice and guidance.
Step 4 – Scholarship committee
may suspend/terminate the scholarship recipient’s scholarship.
8.
SUPERVISOR
The Committee will appoint a
Supervisor for each Scholarship recipient to provide them educational support. However,
Scholarship recipients also required to find Supervisors for themselves and
propose the Committee, if the Committee is unable to find sufficient number of
Supervisors from the Society’s members. The Supervisor shall be an
undergraduate or a graduate of a state university.
Above demonstrated Supervision
procedure(s) and corrective procedure also to be managed with the assistant of
the ‘Supervisor’. If, no Supervisor has been appointed for a particular
Scholarship recipient, Article 6 and 7 shall not be applicable.
9. SUSPENSION
AND TERMINATION
Scholarship grants may suspend or terminate due to following reasons.
9.1.
As
a result of Corrective Procedure.
9.2.
Any
other reasons which are beyond control of the Committee and/or the Society.
10. REWARDING:
The Committee may
decide to continue to grant Academic scholarships for some students who have
selected for Universities, during their term in the University up to a maximum
of 4 years.
11. COUNSELLING
11.1.
The
Committee appoints a councillor(s) from time to time in order to advise the
scholarship recipient’s to overcome their various educational and psychological
problems/issues, which may otherwise adversely affect the scholarship recipient’s
ultimate goal, i.e. to enter in to a University, and to motivate them to
achieve the ultimate goal.
11.2.
The
Counsellor(s) may be qualified Doctor(s), Councillor(s) or any other qualified professional(s)
in the respective field as decided by the Committee.
12. TITLE(S)
Under the scholarship Programme, sponsors can
sponsor for the scholarships in reminiscence/ honorary of loved ones as they preferred
(e.g. deceased family members, relatives, teacher, friends or anyone close to
your heart). The scholarship(s) can be specifically named to indicate such
preference(s). In such circumstances, selection criteria may alter to represent
the sponsor’s specific requirement(s).
13. DEFINITIONS
13.1.
“University” means a University established or
deemed to be established under the Universities Act, No. 16 of 1978.
13.2.
“Principal” means the Principal of the Bomiriya
Central College, Kaduwela.
